International Comparison on The Old-age Income Security in Korea: Using Hypothetical Risk Biographies¡¯ Method

Abstract

The study examines the future old-age income on the basis of social citizenship and social justice throughout the long-term simulation using the ¡®hypothetical risk biographies¡¯ which has been on the rise as a new approach. It is thought that the method is the advanced one because it covers private pension as well as the National Pension Scheme (NPS). The study shows that the future old-age income in Korea will not be sufficient if the NPS is the only element even though it matures and that the compulsion of occupational pension is a crucial method for the sake of stabilization of old age income security. However, whereas the rapid compulsion of occupational pension increases the old-age income for some groups, it is likely to deteriorate the gap of old-age income, offsetting the redistribution effect of the NPS. Accordingly, considering that the activation of the occupational pension is indispensable, the policy to strengthen social security function of occupational pension should be pursued.
